Using Transportation Ship Confirm to auto-receive OT into Receipt Routing

The version of P49645 (associated with P4915) Processing tab processing options #12 & #13 set to 1.  The version of P4205 associated with P49645 Process tab processing option #10 is set to 1 and PO receipt version matches the version of in P49645.  I am receiving a "message from the webpage", "TRANSACTION ERROR Transaction cannot be committed. It was canceled."  We are on E1 9.0 & this is a stock line with no freight charges.

When I use standard P4205, the OT is received as expected.

Is there a document specifying the set up required to ship confirm an ST order using P4915 (Work with Shipments) and have the corresponding OT be received into Receipt Routing?
