Enabling R12 to support OPM Batch Sampling against Pending Batches? (as was the case in R11)?

Working on a R12 implementation I would like to know if it is possible to support OPM Batch Sampling against Pending Batches.

is only allowed when Batch is WIP or Completed (or Closed depending on Profile). Is there a possibility to enable Sample creation against Pending Batches? (as was the case in R11)?
