Unable to see Developer Toolbar

Hi...I'm working on a new page and whenever I run it (from Application Builder), the Developer Toolbar is not showing for me.

If I view the Page Source, I do see the html code there for the toolbar (div id="apexDevToolbar")...but it's not displaying on the page

We are on 5.0.2.00.07. I'm using theme 13 and it is the No Tabs template.  If I switch to another page in the application with One Level Tabs, it shows way at the bottom of the page.  I tried moving it to the right and went back to new page - still not there.
