Add Attachments using read only or inquiry only supplier responsibility

We have a requirement to create a read only or inquiry only supplier responsibility using which quality users can query existing suppliers. They should be able to view the suppliers but not be able modify or update them. They also should be able to add or update/edit attachments associated with the suppliers profile. We created the read/inquiry responsibility by excluding the function "Supplier Full Access : Buyer View - POS_HT_SP_ACCESS_FULL" from the menu of the responsibility. The reason why they need access to the attachments is because that is where we maintain supplier quality certificates. Unfortunately like it is mentioned in the note (
