Feasibility of an NER/C-Business Function

Hi Team,

I need some tips/help on my below scenario. I need to perform the below mentioned logic in JDE. I'm new to creating C business function/NER. Please suggest me which will be(NER/C-Business Function) a suitable option for me and the steps to accomplish the same.

I will be passing the below variables as an input through my data structure to  C/NER function.(The values from BF1 to BF14 and Period of PF/PO Billthru date).I want to retrieve the variable New BFPeriod as output from the function .

BF1= Blank

BF2=X

BF3= Blank
