processing the receipts triggering create accounting and journal import

After the encumbrance is enabled, the processing of receipts are triggering "create accounting" and "journal import" to many time. this was not the case before encumbrance was enabled.

the entries were transfering explicitly when running "create accounting or "Transfer to GL" program

how to avoid triggering of 'create accounting" and "Transfer to GL" program automatically.
