Fusion Client Background Color Formatting Priorities

For the Classic Client, there is an environment variable that changes the order of precedence on how formatting applies to cells. I.e. it could be read-only trumps measure background color, or the other way around. I haven't used the Classic Client in years, so only faintly remember this.

Is there something similar for the Fusion Client?

Background:

Customer would like to give variance and difference measures a different background color, regardless of them being read-only to start with or read-only because they are elapsed. Now it looks like the read-only background color trumps any measure background color you can define. It only works on unelapsed, editable cells.
