Workflow creation - omitting workflow status types

Is there any negative effect to the Agile DB if a "Complete" step is not used in the Issue's or QSR or PSR classes? I'm aware of the effect of this on the Changes class, but wondered if there were any background functions that would suffer from not including this status type.
