Flash\Auto pop up Message for QTY

Do we have any preference or functionality where if sales order is having quantity in certain range then system will pop up the message ?

Scenario - I have business scenario, where customer is expecting that whenever sales order quantity in certain quantity range (ex. 1 to 4000 EA), system should auto pop up the message for the CSR.
