RPC4 Post-install and application of patch 11868928

Hi,

OS: OEL 5.7

APPLICATION: 12.1.3

DB:11.2.0.3

Post-install steps of RPC4 directs to follow note. 1341317.1 and apply patches R12.1.x : 11868928:R12.AP.B.

But files delivered by this patch are lower versions than the existing ones.  RPC4 already has higher version of apmassab.pls, which is the file patch readme of 11868928 asks to check for verification of successful patch application.

Just want to make sure if this patch needs to be applied or its safe to skip?
