Is it possible to hide the information bubbles

HR has requested a lot of personalizations to be made to the Performance Management pages such as hiding sections/prompts/buttons and  reordering columns.  Those are accomplished but they request that the information bubbles be hidden also.  For example, after the competency title there is a bubble that provides information about the competency when clicked on.  HR would like to hide these.
