Allow non-admin users to view All Histories for report

Hi folks,

We have a third party application that interfaces with BI Publisher and schedules report jobs. The report jobs are created as "Private" in scope and, with our current permissions settings, only administrators are able to view the status. Unfortunately, we cannot change the third-party interface to adjust the job submission so we are looking for a way to allow a certain user group to have permission to see the All Histories filter option in the Job History scope of a given report.

Thus far, we've tried editing the BIConsumer role to have the oracle.bi.scheduler.managejobs permission via Enterprise Manager but that didn't seem to be the right choice.
