Custom/Standard BSSV check-in problem

Hello,

We have real problem with BSSV check-in.

1. When we select valueobject file and go to ROW->set publish got below error

    "The selected artifact cannot be published. The Selected artifact not in the root package of the Business Service. Only Artifacts in the root package may be published"

2. When we select manager file and go to ROW->set publish got below error

   "The selected artifact cannot be published. Selected artifact failed to compile. Artifact cannot be selected to be published. Check debug log for details of compilation failure."

We are on E1 9.2, Tools 9.2.0.2 and WLS 12.1.3. Also we are using 32 bit java and Jdeveloper 12.1.3. We don't see any record in F986020 and F986030
