AM 9.2 (PI 18) Delivered Approval Work Flow for Basic Add and Cost Adjust/Transfer Pages

Does Asset Management 9.2 (PI 18) provide Work Flow for Basic Add and Cost Adjust/Transfer pages?  How do I configure it?

     Asset Management > Asset Transactions > Owned Assets >  Basic Add

     Asset Management > Asset Transactions > Financial Transactions > Cost Adjust/Transfer Asset

My developer says there is no Root Package ID and Class Path to configure on the Approval Event Handler Class section of the Enterprise Components > Approvals > Approvals > Transaction Registry page.

We may not be talking about the same thing.  I just need workflow attached to the two pages listed above but suspect the developer is looking for an approval framework that prevents processing.  The requirement is for approvals after the process is complete which I think is called Work Flow as opposed to Approval; Approval in advance vs workflow in arrears.
