Screen Personalization Translation Export Failure

Hello:

In iProcurement we have added a Formatted Text custom note.  Using Manage Personalization Level's Translation feature, four language translations have been created.  But when Extract Translations is attempted, the exported file (XLF) contains header information but the body is empty (see file content example below). In other areas of iProc (other formatted text custom notes), this same process is exporting successfully.   Any ideas on root cause of my issue?
