why cannot complete-no charge an work order when there is direct item attached to it ?

Hello there:

here i met a problem and i hope you could help me :

there is a work order with idrect item in it, and the following PO are received, but i found out i cant change the work order status to " complete-no charge", would you please tell me what's the reason? your answer will be very appreciated.
