Row Quote Price - Quote Price must be less than or equal to Start Price for line

Dear Gurus,

We are facing the attached error when the supplier trying to fill the Quote Price of the 2ND ROUND of an RFQ.

Actually earlier in the first round of RFQ supplier earlier quoted a price for this time which is low based on his understading of the item later he coordinated with the buyer and based on their verbal discussion buyer is agreed to increase the price. While Buyer maked the Round 2 for the same RFQ he also placed the control of "Enforce supplier's previous round price as start price for this round" is to Yes (thats the reason I belive the supplier not able to increase the price while submitting the   quote in second round).
