MTL_MATERIAL_TRANSACTIONS table gets updated while Cost Manager is runs ??

Dear Gurus,

It has been observed that MTL_MATERIAL_TRANSACTIONS table gets updated from the user wh whome Cost Manager is running  ?? Which is not right as we all know the cost
manager created the distribution so it should reflect in the MTL_TRANSACTION_ACCOUNTS table so didn’t understands the cause of this issue ??

Please review attached document for your clarification and suggest me some solution.
