Excessive 9's Records in CTX

When using R04572T2 to create a CTX transaction I'm getting 9 lines of "9" records at the end of the file.  Is there a way to eliminate these?  The bank is complaining that they cannot process the file because there are so many lines.  In some tests I only get 1 or 2 additional lines.  Does this have anything to do with Block Size processing option?

We are running tools and apps 9.1.
