Consolidated Upgrade Patch 10117518 (Doc 1320300.1) Application Issues

Upgrading to EBS 12.2. Currently attempting to apply Consolidated Upgrade Patch 10117518 (using Doc 1320300.1 - Section 3). This involves merging 4 patches together. This steps comes after running Rapid Install (startCD 12.2.0.51) and creating 3 new folders for 12.2 (fs1, fs2, fs_ne). It would seem reasonable that the patch should be applied to one or more of the new folders. The readme makes no mention of this. Is there other (better) documentation which describes how to apply this patch? I am using adpatch. Without a change to the environment, this patch will be applied to 12.1.3 binaries. I don't think I should be updating 12.1.3 binaries.
