Question on R42995 updating F4211

Hi

We are working in E9.1 and noticed that R42995 recommit version updates shipment number field for the back ordered lines, in the case of partial shipping scenario. For eg, partially shipped lines has shipment no as 100, whenever R42995 runs , it updates back ordered lines SHPN field value to 100, from blank.  Not sure why it is happening, if any body experienced this issue please share your thoughts.
