Expiration Date in IB

Can you please tell me what populates the Expiration Date in IB?  We have retired assets in FA and these transactions are not populating the expiration date in IB.  Must they be issued from Inventory.  Also the program "Expire End Dated Instances Program"  what functionality is used to create expiration dates?
