Elapsed time of a sql query

Hello Oracle Gurus,

For instance.. there is a query that runs for 10min...is there a way i can check and confirm that thats the best elapsed time for that query and any further tuning would not help in decreasing the elapsed time?

Also what are the things that are needed to verify to confirm it.Please advise...
