Doesn't update "Percantage Covered" in P90CD018.

Dear community, i have one more issue i dont understand. I will try to explain.

I have an contract for customer and Equipment\Item with type - 100 ( contract covered 100% materials and 100% labor).

Service Package:

When I create an Service Order and attach contract to order i get: ENTITLEMENT - Verified.

When I add parts to order contract work excellent:

But when I copy routing (labor), doesnt update field - Percentage Covered:
