OEM Connection to db using HOST=localhost

Hi

OEM 12.1.0.4.0 in linux x86-64  RH 6.4 is trying to establish the connection with a db ORA3INT. On the ORA3INT Database main menu the following error arise :
IO Error: The Network Adapter could not establish the connection The Connect Descriptor was (DESCRIPTION=(ADDRESS_LIST = (ADDRESS=(PROTOCOL=tcp)(HOST=localhost)(PORT=1523)))(CONNECT_DATA=(SID=ORA3INT)(SERVER=DEDICATED)))

The ORA3INT is installed on a virtual Host intpkg1 and we do not want allowed remote access to the DB ORA3INT so we specify into listener.ora and tnsnames.ora : (ADDRESS = (PROTOCOL = TCP)(HOST = localhost)(PORT = 1523))

Is there a way using the local agent of ORA3INT to administrate the DB though OEM 12c ? other suggestions
