How to set up for Puerto Rico?

We are going to be pulling Puerto Rico operations into JDE 9.0 / tools 8.98.12.4 and am looking for any specific setup required to do this that is different than normal US setup.  I entered a test PR employee and ran a payroll, but it is taking FIT (I don't believe it should) and I am not sure what all taxes to set up. Anything special to do from the Vertex standpoint? EE was set up with "PR" stat code/ 72.

Any assistance is greatly appreciated! thanks!
