JDE World A9.3.1.2 - Outside Operations No IH JE when Item ledger has the OV and IM transactions at

We experience intermittent issues where there is no IH journal entry for an outside operation when PO receipt has been completed and there are OV and IM transactions in the Cardex.  The SAR that addresses using F3 at the Routing Quantities and Status Window (P3103) is already in this release.  The issue could be user error, but we cannot identify what is happening to create it.
