Counter relationships end dating

I found this note (Unable to Modify 'Relationship From' Field in Meter Definition Form (Doc ID 2142966.1) as part of trouble shooting an issue and I was wondering whether my understanding is correct and this logic has any bugs. 

A meter M1 was associated with Asset1 on 1 Jan 1960.

A target meter TM1 was related to M1 effective 1Jan2011 with M1 as source.

Some meter readings are entered on M1

The target meter had to be changed to TM2 effective 2Jan2015. Hence M1 was made source for TM2 too effective 2Jan2015.

Some meter readings are entered in M1 , latest being 30Jun2016.

However, user forgot to end date the relationship and instead end dated the meter itself.  Due to this, user cannot see the meter in meter definition form in eAM.
