JDE Transportation: Error 491A- Freight Handling Code Invalid

Client is currently using OneWorld Xe, and is upgrading to E1 9.1.  They use JDE Transportation Management in both versions.  In 9.1, they are getting an error message when they try to view Routing Options for a shipment that has a Freight Handling Code with a '1' in the Special Handling Code in UDC 42/FR.  This is covered in JDE Doc 1080575.1 - Transportation Management FAQ, the entry is shown below.

Question 5:  When trying to route a Collect shipment (C Freight Handling Code) that has a Carrier and MOT defaulted into the order, error 491A- Freight Handling Code Invalid is issued which prevents the shipment from being routed.  Why can't a collect shipment with carrier and MOT default on the order be routed?
