Is Op Approve Enabled measure be editable in the Approve Plan UI - MFP?

Hi All,

We have this measure, which is an admin measure Op Approve Enabled. This measure is being set by the admin and per functionality should only be changed by the Admin user.

But in MFP Approve Plan UI, one of the steps in the MFP planning measure Op Approve Enabled measure is editable.

I just wanted to confirm if this is expected in the GA/base code or they change this functionality for version 15.

We're using version 15.0.1 of MFP.
