weblogic domain 12.1.2 pack and unpack

Hello,

we are installing weblogic servers 12.1.2 with horizontal cluster, so we complete all steps on machine 1 (install weblogic server, create domain, install fusion middlware, install http server, and create the 2 machines and 2 managed instances), then we run the pack command, now on machine 2 we install only the weblogic server, then we try to unpack the file created jar file form the pack command, then we get the folloing error:

"Required component home not found for component 'oracle.wsm.jrf' version '12.1.2.0.0' in the MW_HOME: \Middleware\Oracle_Home"

should we install oracle fusion middlware also on machine 2 before running the unpack command or the problem need another solution??
