forms 12c certification with forms developer on 32 bit MS Windows

We are planning to upgrade our system on Oracle Forms 11g to 12c (Linux VM). Our developers are all based on desktop windows developing environment, currently on MS windows 7/32bits, which is very common among Oracle Forms sites. We intend to move the developers on to 12c, who will utilize and build the new 12c features into the application. I have noticed Forms 12c only certified with Windows 2012/R2 (64 bits). My questions are:

1. The only option for us is to change OS to windows 2012/R2 64 bit, there is no other options.
2. Due to 32 bits windows are so common, will Oracle certify it for Forms 12c ? (if so, we may wait for it).
