Combining combining multiple Header-Rules into a single rule.

I have created a header rule with multiple element rules for different dial patterns but can't combine the Boolean comparison header rule into a single header rule.  It works with 3 headers but thought it would be  nice to have a single rule to create the same diversion header.  I tried a match-value  of $store_From_HR.$store_From_ER[123} but got an error message.  Can this be done or do I need to stick with individual hr's to create the diversion header ?
