Manage exceptios is grayed out

Hello Team, As per the Doc ID 1937611.1, currently We are using 12.2.3, but we cannot able to run the sweep transaction (Patch 16634326 are avail), since Manage exceptions is always in grayed out, kindly advice how to proceed further. thanks Steephen
