Inbound transmissions stuck in STAGED

Hello,

We recently migrated our OTM instance from 6.2.8 to 6.2.10 and once after the upgrade we started seeing issues with inbound transmissions getting stuck in STAGED status. Our Production system is being bounced every night but still the transmissions doesn't get re-processed and we have to manually search for STAGED transmissions and re-process them after which it gets processed.

These inbound transmissions are getting into OTM as http post via WM servlet and ours is a scalability enabled environment. Can any one share some pointers on what might be causing this would be helpful.
