When adding a new equipment via P1701/P1702, supervisor and technician not saved

When adding a new equipment via P1701/P1702, user put in supervisor and technician information under the 'Service' tab. After click OK and inquire again, the supervisor and technician information is not saved. User can then put in supervisor and technician information and save. Reinquire again, the supervisor and technician is saved. Looks like the superviosr and tehcnician information is only saved during change mode. Is it per system design?
