Error while adding shared resource

Hi,

we are using release 12.1.3 and system gives error while adding shared resource in work error but when adding only shared resource code without employee name resource transaction is done successfully .Please let me know what is the problem .

              Error : Data Confilic: Please select a valid department and equipment combination.
