Standar NER/BSFN to retrieve Period number,Fiscal year,Century

Hi Team,

Please assist me in getting me a NER or C-Business function or any simple logic, which can help me in retrieving PeriodNumber,FiscalYear,Century as an output for me based on any random input date.

For example : If i give 27th-July-2016 as input, i should get my output as Period Number = 7(July) , Fiscal year = 16 and Century = 20.

Please suggest me any standard NER/CFunction to accomplish this, apart from the NER : F0008 Get Fiscal Year Period Number (X0903)  as this refers F0010 and F0008 tables for getting an output. Here i need a simple logic which can give me a direct output , without any comparison or lookup with F0010 & F0008 tables. Any simple custom logic to accomplish the above requirement will also help me, it need not be any specific NER or C function... Many thanks in advance.
