Unscheduling a booked order in Order Management

Someone help with a solution to enable me unschedule an already booked sales order in 11i.

The error message I get is : Cannot unschedule a Ship or Arrival Set.

While removing the ship set I get : OE_CONFIG_LOCKED_CONFIGURATION error

The operation could not be completed because some locks could not be obtained. Try again later

What am I supposed to do now?
