Oracle 11G Streams Set-up issue

While attempting to build streams from the OEM "Streams Set-Up " Menu the screen was all grayed out. The screen had "A Streams Replication set-up job from a previous run is already in progress, try again when the job is completed". We cannot find any jobs running in the OEM or through SQL. Any help on how to clear this would be appreciated.
