Tax reporting code not saving in zx_rates_b.attribute1

Hi,

I added (or associated) a Tax Reporting code (i.e. "VAT")  to a new Tax Rate (not live yet for transaction). But when I query the ATTRIBUTE1 column of the record of this new rate in ZX_RATES_B table, I find ATTRIBUTE1 is blank.  I confirmed though the association records are present in ZX_REPORT_CODES_ASSOC table.  Our old migrated tax rates show the Tax Reporting code in ATTRIBUTE1 column of zx_rates_b table. Why is my new Tax Rate not showing the Tax reporting code in ATTRIBUTE1?  What could have happened?

What step did I miss?  Or is this a bug?  Please advise. Thanks.
