Report Interconnect not working first time executed

I have created a report interconnect in an interactive application (called on the OK button). It works just as I expect every time, except the very first time it is executed in an environment. I am passing 3 fields through the interconnect - the company, order type and order number. The first time, the report returns no data ("No Data Selected") even though the values are correct in the Execution Detail. Subsequent executions work fine.

Does anyone have any insight on what might be causing the problem?

We are on JDE EnterpriseOne 9.0 tools release 8.98.
