Suggested Overall rating missing for few employees

Hi Team,

For one of my clients we have implemented PMS and started doing the appraisals.

For few employees after the self rating > shared to manager for rating> the suggested over rating is not showing any value at manager screen.

I have attached the screen shot of the same showing no value. It has happened only to few staff.

Please suggest a solution how to get the value in that.
