Price break modifier don't use order line is status 'closed' for price adjustment. How to setup pric

Steps to reproduse:

1. Create modifier line:

     - Type: Price Break Header

     - Phase: All Lines Adjustment

     - Product Attribute: Item Number

     - Value: 110100P   

     - Volume type: Item Quantity

     - Break Type: Range

     - Operator: BETWEEN

     - Adjustment type: Discount

     - Define details:

          - 0 to 30000, Application Method: New Price, Value 8782,13

          - 30000 to 999999, Application Method: New Price, Value 7018,70

2. Run QP: Mantains the denormalized data in QP Qualifiers

3. Create order for 110100P

     - create line 1, volume 100 - get price 8782,13

     - create line 2, volume 2900 - get price 8782,13

4. ship line 1, volume 100, line in status "Closed"

     - create line 3, volume 100 - get price 8782,13

But this is wrong because customer ordered more than 30000 t
