New earnings element with Hours * Rate Fast Formula

We are on Oracle EBS 12.1.3. I have created a new earnings element that generated a HOURS_X_RATE fast formula.

I guess we haven't done this in a while since the fast formula looks much different than ones created in the past.

The question I have is when I create a quickpay and enter both the hours and rate it works fine. When I just enter the hours

and want the fast formula to pull the rate from the assignment it doesn't work. It looks like the pay value isn't being set, but

I can't decipher for the life of me where in the fast formula to  add this code. I have tried adding messages to no avail.
