Can a PO be received in the secondary UOM?

Can a PO be received in the secondary UOM?

The primary UOM is Packs and the secondary UOM is EA.  PO's are entered as PACK but the items need to be received as EA in order to assign serial numbers.  Then they will be issued into WO's as EA.

While attempting to receive in EA using  Rec Option 4 and entering the secondary quantities and serial numbers, it saves without errors however nothing gets received.

So then we tried using rec Option 1 and then select multiple locations, entered the secondary quantities and lot/serial numbers but get an error while saving serial number must be entered.
