Unable To Reverse Terminate Employee Due To Future Person Type Changes. APP-PAY-07122: Future person

Trying to re hire an employee  aday after terminating the employee due to business  reasons.

Unfortunately  when try to  click on "Create Employment" using Actions  on people screen  the person type is not changing from  Former employee and person is not Re - hired.  No errors are displayed.

So tried to reverse term the employee  and the following error occurs.

APP-PAY-07122: Future person changes exist. You cannot cancel the termination.

Upon reviewing  existing Oracles SR  realized there is discrepancy in the person_type between tables PER_ALL_PEOPLE_F and PER_PERSON_TYPE_USAGES_F.

The Employee person_type EX_EMPL as opposed to EMP in the last record of per_all_people_f for the person.
