How to restrict/Un-restrict Open/Close Period for a given responsibility

Hi Experts,

I have a requirement where I want to restrict Users for Open/Close Periods of GL for a given responsibility.

Example: Gl Responsibility-1 should have the access to open/close period

                Gl Responsibility-2 should have have View only Access for open/close period

Please advise
