How To Resolve The Issue With Dual Unit Of Measure?

Please, we are currently having issues with dual unit of measure for an item.An item(X) is purchased in Reels and it have different weights(KG).The item(X) is received into Oracle Inventory in Reels and Not in KG.Take for example I raised a PO for the purchase of twelve(12) unit of Reels of  item(X) at a unit price of $100.This same item(X) is received into subinventory in Reels and Not in KG.However, these twelve(12) unit of Reels come in different weights(KG) as in 609,709.500,519,567 etc.The weight(KG) of each Reel keeps changing,that is dynamic and as such we are having problem capturing the
