Unable to view Orders for a given User from a particular responsibility

Hi Experts,

I have a requirement, where am unable to query the existing Orders from a given responsibility for a given User.

Path: View Purchasing Documents-------Orders

Note : User is not created as a Buyer. But still User should have the access to view the existing Orders from the given responsibility. But Unfortunately he is unable to query/view  the existing Orders (Path: View Purchasing Documents-------Orders)

Please advise required solution, where the User can view or query the existing Orders from that given Path (Path: View Purchasing Documents-------Orders)
